The rulebook describes England as buildings, buildings, and more buildings. It does not start fast, but its colonies spill into lands nobody Explored, and it pushes hard to found a capital in Stage II. Where Brandenburg-Prussia takes away time, England takes away space.
Base level
Extra loss condition, Proud and Mighty Capital: if 7 or more Towns and Cities are ever in a single land, you lose.
Escalation, Building Boom: on each board with a Town or City, the Invaders Build in the land with the most Towns and Cities.
Building Boom always feeds the biggest settlement on each board. Left alone for a few Escalations, that land is on its way to the capital that loses you the game.
The levels
Every level includes the ones below it. Difficulty comes from the core rulebook’s chart; the rest from the adversary panel.
| Level | Name | Difficulty | Fear Cards | What changes |
|---|---|---|---|---|
| 1 | Indentured Servants Earn Land | 3 | 3/4/3 | Build cards also hit matching lands with no Invaders, if they touch at least 2 Towns or Cities. |
| 2 | Criminals and Malcontents | 4 | 4/4/3 | During setup, add 1 City to land 1 and 1 Town to land 2 on each board. |
| 3 | High Immigration (I) | 6 | 4/5/4 | An extra Build space joins the Invader board until a Stage II card reaches it. |
| 4 | High Immigration (full) | 7 | 4/5/5 | The extra Build space stays all game. |
| 5 | Local Autonomy | 9 | 4/5/5 | Towns and Cities have +1 Health. |
| 6 | Independent Resolve | 10 | 4/5/4 | Extra Fear markers, and a double extra Build on turns with no Fear Cards. |
Level 1: Builds in empty lands
Normally a Build card skips lands with no Invaders. At level 1, an empty land of the Build card’s terrain still Builds if it touches 2 or more Towns or Cities. Clearing a land is no longer enough when it sits next to a busy settlement. You must also break up the neighbors.
Levels 3 and 4: High Immigration
This is England’s signature rule. A High Immigration tile goes on the Invader board to the left of Ravage. Each Invader Phase, the Invaders take this extra Build action before they Ravage. Cards now slide from Ravage onto the tile, and from the tile to the discard.
So every card walks one step further: Explore, Build, Ravage, then Build again. A terrain you just survived a Ravage in Builds once more on the next turn. At level 3 the tile leaves when a Stage II card slides onto it; at level 4 it stays the whole game.
Read the board as four spaces now. The card on High Immigration tells you where the Invaders will Build before this turn’s Ravage, which makes the lands on the Ravage card and the High Immigration card your two biggest worries.
Level 5: Local Autonomy
With +1 Health, a Town takes 3 Damage to destroy and a City takes 4. Two Dahan, who deal 4 together, can still destroy one City, but a single surviving Dahan can no longer destroy a Town. Damage Powers you counted on fall one point short. Recount your Dahan math and your team’s Damage per land before you climb here.
Level 6: Independent Resolve
During setup, add one more Fear marker per player to the Fear Pool, so every Fear Card costs more. And during any Invader Phase where you resolve no Fear Cards, the High Immigration Build happens twice. Earning a Fear Card every turn becomes a defense, not just a path to victory.
How to beat it
Destroy buildings, not just Explorers. The rulebook says England is easier for Spirits good at wrecking Towns, naming Lightning’s Swift Strike, and harder for Spirits that rely on moving or destroying Explorers to stop Builds, naming Shadows Flicker Like Flame. With level 1’s empty-land Builds, Explorer control alone cannot keep up.
Watch the capital. At the start of each Invader Phase, find the land on each board with the most Towns and Cities. Building Boom and High Immigration both feed it. If it reaches 5 or 6, it is the top priority on the board.
Turn buildings into Fear. England puts many Towns and Cities on the Island, and each one destroyed generates Fear. The Fear Deck is bigger from level 1 on, but a team that destroys buildings every turn can still reach Terror Level 3, where Towns no longer matter.
Plan for the fourth space. At levels 3 and 4, treat the High Immigration card like a second Build card. Fast Powers aimed at those lands stop a Build before the Ravage.
England is the adversary that teaches you to think about buildings as a single growing threat. That lesson carries into every expansion adversary that builds aggressively.
