Spirit Island Fear and Terror Levels

Spirit Island Fear explained: how Fear is generated, how the Fear Pool earns Fear Cards, what each Terror Level changes, and how to plan a win around Fear.

New players often try to win Spirit Island by destroying everything. At Terror Level 1 that is the only way: the Island needs to be clear of every Invader. But the game gives you a second lever. Frighten the Invaders enough and they start to give up, and the bar for victory drops.

Where Fear comes from

Fear has two sources.

  • Powers that show the Fear symbol.
  • Destruction. Destroying a Town generates 1 Fear and destroying a City generates 2, whether by Damage or by an effect that destroys it outright.

Removing or replacing a Town or City does not generate that Fear. Most Fear Card effects remove Invaders rather than destroying them, so they rarely make more Fear. If one does earn a new Fear Card, it goes to the bottom of the stack you are resolving.

How the Fear Pool works

The Fear Pool holds 4 Fear markers per player. Each Fear you generate moves one marker to the Generated Fear area. When the last marker moves, you earn the top card of the Fear Deck: put it face down in the Earned Fear Cards space and move the markers back. Leftover Fear is not lost. If you had more Fear than you needed, move that many markers out again.

Since the pool grows with the table, so does the Fear each card needs. In a game without an adversary, with 9 Fear Cards in groups of 3:

PlayersFear per cardTo reach Terror Level 2To reach Terror Level 3To earn all 9
14122436
28244872
3123672108
4164896144

More players also means more Spirits generating Fear, so the pool keeps pace with the table. Use the numbers to check how your game is tracking.

When earned cards take effect

An earned Fear Card does nothing right away. It waits face down until the Fear step of the next Invader Phase, which comes before Ravage. Then you flip the whole stack and resolve the cards one at a time, in the order you earned them.

Two timing details matter:

  • Use the current Terror Level. Each card lists an effect for each Terror Level. Use the one next to the level you are at now, which may be higher than when you earned it.
  • Fast Fear pays off sooner. A card earned during the Fast Power Phase resolves in that same turn’s Invader Phase, before the Ravage. A card earned during the Slow Power Phase waits for the next turn.

Fear effects last only for the current turn, unless they change the board, such as removing pieces. When a card tells “each player” to do something, players take turns doing it in full, and each can act anywhere the card allows, not only near their own Presence.

Terror Levels and victory

The Fear Deck has two dividers. When an earned card reveals one, it covers the old Terror Level on the board, and the new level and its victory condition apply at once.

  • Terror Level 1: win when the Island has no Invaders.
  • Terror Level 2: win when there are no Towns or Cities. Explorers can stay.
  • Terror Level 3: win when there are no Cities.
  • Victory: earn the last Fear Card and you win immediately.

You win the moment the current condition is true, wherever you are in the turn. Revealing a divider can win the game on the spot if the Island already qualifies. At Terror Level 3, destroying the last City during the Fast Power Phase wins before the Invaders act at all.

Fear or Damage?

The best plays do both. Destroying a City removes the Invaders’ most dangerous piece and generates 2 Fear at the same time. That is why Towns and Cities deserve a Spirit’s biggest Powers once you can reach them.

Early in the game, the threat is spreading Explorers, and destroying them generates no Fear. Spend those turns keeping lands clean. As your Spirits grow, shift toward Powers that destroy buildings or show the Fear symbol.

The Dahan help here too. The rulebook notes that many Fear effects scare Invaders away from lands with Dahan, or inspire the Dahan to attack. Keeping Dahan alive, near a few Invaders, makes your Fear Cards stronger.

Reading the race

Spirit Island has three clocks. The Invaders run on the Invader Deck and the Blight Card. You run on Fear. Each turn, check all three:

  1. How many Explore steps remain before the deck runs out?
  2. How much Blight is left on the Blight Card?
  3. How much Fear until the next Terror Level, and what would the Island need to look like then?

At Terror Level 3, the question becomes “how many Cities are left?” A table that knows that number can plan a finish two turns out.

Common Fear mistakes

  • Resolving a Fear Card the moment it is earned, instead of in the next Fear step.
  • Using the Terror Level from when the card was earned, not the current one.
  • Counting Fear for Towns that were removed or replaced, not destroyed.
  • Forgetting leftover Fear when the markers reset.
  • Treating a Fear effect like “Defend in all lands” as lasting past this turn.
