Pandemic Event Cards: When to Play Each One

Pandemic Event card strategy: the best moment for Resilient Population, One Quiet Night, Forecast, Airlift, and Government Grant, and the rules behind it.

The base game has five Event cards mixed into the Player deck. Each one bends the rules once. They cost no action, any player can play one on any player’s turn, and the player who plays it decides how it is used. That freedom is why new teams waste them. A card you can play at any moment is easy to play at the wrong one.

This lesson gives each card its best moment, checked against the timing rules in the current rulebook.

The timing rules

Three rules decide when an Event works.

  • Never between drawing a card and resolving it. Once an Infection card is turned face up, its cube or outbreak happens. Once an Epidemic is drawn, it resolves. Act before the flip, or between flips.
  • Between two Epidemics drawn together, you may play Events. That window matters, as the double Epidemic rule makes the second city almost certain to outbreak otherwise.
  • Playing an Event is one way to get down to 7 cards. When you are over the hand limit, you may play an Event instead of discarding.

After an Event is played it goes to the Player discard pile, where the Contingency Planner can later take it back.

Resilient Population

What it does: remove any one card in the Infection discard pile from the game. That city will never be drawn again by an Infect step.

Its best moment: in the middle of an Epidemic, between the Infect and Intensify steps. The rulebook allows this on the card. The city just filled to 3 cubes is in the discard pile, about to be shuffled back on top. Remove it now and that city can only gain cubes from outbreaks next door for the rest of the game.

A good second choice: any 3-cube city in the discard pile that the team cannot reach before the next Epidemic.

One Quiet Night

What it does: skip the next Infect Cities step. No Infection cards are flipped.

Its best moment: right after an Epidemic, when the top of the Infection deck is the freshly shuffled pile of known cities, and some of them sit at 3 cubes. Skipping one Infect step there skips the most dangerous flips in the game.

When it is weak: on a quiet turn early on, when the cards on top name cities with no cubes.

Forecast

What it does: look at the top 6 cards of the Infection deck and put them back in any order.

Its best moment: after an Epidemic’s Intensify, when the top of the deck is full of cities you know are dangerous. Put the safest cities on top and the 3-cube cities deepest of the six. Those cities still come, so use the turns you bought to treat them.

A hidden bonus: after a Forecast, the team knows the next six infections exactly. Plan every treatment around that list. With One Quiet Night also in hand, Forecast first, then decide whether skipping the next flip is worth it.

Airlift

What it does: move any one pawn to any city. Moving another player’s pawn needs their permission.

Its best moments:

  • Finishing a cure. Drop the collector at a research station, or next to the teammate who holds their last card.
  • Stopping a chain. Move the Quarantine Specialist next to a cluster of 3-cube cities before the Infect step. Remember, once a card is flipped it is too late, but between flips you may still act.
  • Delivering the Medic. After a cure, landing him in a city clears that color from it for free.

Government Grant

What it does: place a research station in any city, with no City card needed.

Its best moment: in the city where a collector already stands with a full set of cards, or in the middle of a cluster the team will work in for several turns. Placing it early is fine if you know exactly where it should go. Placing it just to have one is a waste.

The rules of thumb

  • Hold, but not forever. An Event in hand when the game ends did nothing.
  • Tell the table what you hold. In a game with closed hands, everyone needs to know which Events exist so they can plan around them.
  • Use the Contingency Planner as insurance. Once Resilient Population or One Quiet Night is in the discard pile, an action to store it is often the best action he has.
  • Never lose with an Event in hand. If the next flip can end the game and an Event could stop it, play it.
